Well, it MAY come with 2d/3d Animation tools, but generally not.  See, you make your 3D models or 2D stuff in Maya/3D Studio Max and in Photoshop/whatever.  You then import those models into your game using either the tools that the Dev Kit gives you or, if it allows it, just import them to your game unmodified.

Well, you're problem is something called the English language.

I told you what it is, it lets you make games for the PS3.  It doesn't make games for you, it doesn't have tools that automagically spit out game content for you, etc.
